AN OEM AGREEMENT BETWEEN JAPANESE AND MALAYSIAN COMPANIES ON HALAL DUMPLING MANUFACTURING WITNESSED BY THE JAPAN INTERNATIONAL COOPERATION AGENCY (JICA)

The Japan International Cooperation Agency (JICA) Malaysia Office will host the ceremony for an Original Equipment Manufacturer (OEM) agreement to be singed between Tokachi Seika (Tokachi Seika Malaysia) and DKAY Ventures towards Halal Gyoza (dumpling) production. This agreement will be made as a result of JICA’s “Project for Industrial Advancement and Promotion of Small and Medium Enterprise (SME) by Regional Branding through Food Valley Tokachi and Halal Correspondence” implemented by the Obihiro Chamber of Commerce and Industry.

JICA Project Overview
Tokachi region in Hokkaido, where Obihiro City, is located is the foremost food production bases in Japan with its geographical and climatic characteristics. Tokachi region has succeeded in economic revitalization under “the Food Valley Tokachi initiative”, which promotes value added activities in Food Industry. The Project is designed to increase the safety and security of food and to promote regional brands in Kedah State (Malaysia) and Chiang Mai Province (Thailand) by sharing techniques of Tokachi region as well as Food Valley Tokachi experiences.
Background of OEM agreement
Tokachi Seika, which so far has commercialised the halal daifuku (rice cake) in Malaysia, has been eying on “gyoza (dumpling)” as part of the new product development and engaged with Gyoza manufacturer in Tokachi towards the product development. The company met with Dkay Ventures at Kedah Halal Fest (October 2016) business matching session conducted as JICA Partnership program. Test marketing was performed for the first time during Malaysia International Halal Showcase (MIHAS) in April 2017 and received good review for both grilled gyoza (yaki-gyoza) and boiled gyoza (sui-gyoza), and thus aimed for production for Muslim market.
Future Plan
DKay ventures will proceed for the Halal application after the OEM agreement, and Hokkaido Tokachi Seika will become the contact window for marketing. Once halal certified, it will enter the Malaysia domestic market as halal gyoza, then expand to be exported overseas. For the time being, it will be marketed at places which do not require halal certification such as Japanese restaurants etc in Malaysia.
