  A HANDOVER CEREMONY (24 JULY 2017) AND SEMINAR (25 JULY 2017) FOR EQUIPMENT FOR WASTEWATER TREATMENT USED UNDER JAPAN INTERNATIONAL COOPERATION AGENCY (JICA)'S PROJECT

On 24 July 2017, the Japan International Cooperation Agency (JICA) Malaysia will be handing over the equipment for sewerage treatment called "Aquarator" to its counterpart Palm Oil Management Board in Malaysia under JICA's project "Improvement of Wastewater Treatment System and Recycling of Resource at Palm Oil Mills in Malaysia".

And on the following day (25 July 2017), JICA Malaysia will be holding a seminar on the equipment used at the pilot site of the project in a Palm Oil Mill in Pahang, Malaysia.

Project Overview
The Environmental Quality (Prescribed Premises) (Crude Palm-Oil) Regulations 1977, which is a subsidiary legislation of the Environmental Quality Act 1974, requires an application of a nation-wide river effluent standard of 100mg/L BOD. (BOD is one of the representative environmental indices.) The DOE grants operating permits according to this standard. In the Ipoh area in Perak State near a people's drinking water source, and in Sabah State, a habitat of orangutans, a stricter standard (lowered to 20 mg/L) has been introduced as prior efforts.

However, JICA research team collected water samples from some palm oil mills and found that the BOD at many mills were around 500 mg/L, significantly exceeding a current standard of 100 mg/L at the final discharge point. Since the performance of aerobic fermentation treatment changes according to the activities of bacterium and the load to the wastewater treatment facilities varies depending on production status, it is difficult to maintain BOD within the standard.

Therefore, JICA conducted a project called "Improvement of Wastewater Treatment System and Recycling of Resource at Palm Oil Mills in Malaysia" to introduce a wastewater treatment/circulation system for palm oil mills that is adaptable to the enforcement of effluent control in Malaysia (even meeting ideal standard BOD 20 mg/L). Most palm oil mills operate simple wastewater treatment facilities with multi-stage open lagoons, which cannot achieve an ideal BOD of 20 mg/L. Hanshin Engineering's system constantly attains even a stricter BOD of 20 mg/L by effectively removing solid organic waste with a screening device or a Decanter (e.g. screw decanter) before and after treatment to alleviate pollutant load on the later stages, and performing aerobic treatment (activated sludge process) in an aeration stirring facilities in the last stage before discharging to rivers.

Details of Handover Ceremony
As a result of achieving the main objective of the project to verify the effectiveness of Hanshin Engineering technology "Aquarator" in palm oil mills in Malaysia, JICA will hand over the equipment used under the project to the main counterpart Palm Oil Management Board.

(The handover will be conducted on the document basis, and the actual handover of the equipment will take place on 25 at the pilot project site.)
