FINAL DETERMINATION ON ADMINISTRATIVE REVIEW INVESTIGATION OF AN ANTI-DUMPING DUTY WITH REGARD TO THE IMPORTS OF COLD ROLLED COILS OF ALLOY AND NON-ALLOY STEEL ORIGINATING OR EXPORTED FROM THE PEOPLE'S REPUBLIC OF CHINA, REPUBLIC OF KOREA AND SOCIALIST REPUBLIC OF VIET NAM

KUALA LUMPUR, May 8 (Bernama) -- On 9 November 2018, the Government of Malaysia initiated an administrative review investigation concerning anti-dumping duties imposed on imports of cold rolled coils of alloy and non-alloy steel originating or exported from the People’s Republic of China, Republic of Korea and Socialist Republic of Viet Nam based on a petition filed by CSC Steel Sdn. Bhd. on behalf of the domestic industry producing cold rolled coils of alloy and non-alloy steel. The petitioner claimed that there is a substantial change in the dumping margin for the imports of subject merchandise by producers or exporters from the People’s Republic of China, Republic of Korea and Socialist Republic of Viet Nam since the imposition of the anti-dumping duties to the imports of cold rolled coils of alloy and non-alloy steel on 24 May 2016.
The Government has conducted and completed the administrative review investigation on producers and importers in Malaysia, as well as producers or exporters from the alleged countries in accordance with the Countervailing and Anti-Dumping Duties Act 1993 and the Countervailing and Anti-Dumping Duties Regulations 1994. Therefore, the anti-dumping duties imposed on imports of cold rolled coils of alloy and non-alloy steel originating or exported from the People’s Republic of China, Republic of Korea and Socialist Republic of Viet Nam have now been revised as follows:
The People’s Republic of China: (1) Bengang Steel Plates Co., Ltd. : 42.08% (2) BX Steel POSCO Cold Rolled Sheet Co., Ltd. : 35.89% (3) Jiangsu Shagang International Trade Co. Ltd. : 42.08% (4) Other producers/exporters : 42.08%
The Republic of Korea (1) POSCO : NIL (2) Hyundai Steel Company : 11.55% (3) Others : 21.64%
The Socialist Republic Of Viet Nam (1) POSCO Vietnam Co., Ltd. : 2.00% (2) China Steel Sumikin Viet Nam Joint Stock Company : 13.68% (3) Others : 13.68%
The Royal Malaysian Customs Department will enforce the collection of the revised anti-dumping duties effective from 8 May 2019 to 23 May 2021.
Interested parties such as local producers, importers, foreign producers/exporters and associations related to the investigation can have access to the non-confidential version of the public report on the final determination by submitting a written request to the Ministry of International Trade and Industry as follows:
