  PUBLIC CONSULTATION ON THE PROPOSED GUIDELINE IN RELATION TO SHORT-TERM RESIDENTIAL ACCOMMODATION

PETALING JAYA, Oct 9 (Bernama) -- A draft guideline has been developed to regulate Short-Term Residential Accommodation (STRA) activities using digital platforms such as Airbnb, Agoda, and Booking.com to name a few. This draft guideline is a collaborative effort by the Technical Working Group (TWG) co-chaired by Local Government Department (JKT) and Ministry of Tourism, Arts and Culture (MOTAC), facilitated by Malaysia Productivity Corporation (MPC) and involvement of relevant stakeholders.

The draft guideline has six components, which are; (1) covering the licensing of hosts and agents, (2) licensing of platforms, (3) number of days that STRA can operate, (4) fire safety requirement, (5) managing public nuisance, and (6) taxation.

Director General of MPC, Dato’ Abdul Latif Hj Abu Seman said “the proposed guideline is meant to serve as a reference point for key stakeholders such as host and agent, platform provider,  regulators and local authorities  in regard to the regulation of Short-Term Residential Accommodation (STRA).The guideline serves to enhance productivity, economic growth, innovation and competitiveness in this space without compromising regulatory objectives to protect safety, security, health, public good and welfare”.

Meanwhile, Champion of the Tourism Productivity Nexus, Mr.Uzaidi Udanis highlighted that “the draft STRA guideline would provide clarity and better outcomes for everyone involved in the accommodation services industry, so that STRA could co-exist in a fair manner in the tourism industry”.

This is the right time for the public and private sector together with interested parties to provide feedback and comments on the draft STRA guideline. This guideline can be accessed through upc.mpc.gov.my. The closing date for submission of feedback is 30th November 2019.
