MANUFACTURING FLYING BOATS IN MALAYSIA

KUALA LUMPUR, Aug 1 (Bernama) -- As an aviation conversant organisation, DELTA AEROSPACE SDN BHD (Delta) has identified a “true flying boat” as a solution. Chief Executive Officer, Mr Michael Roche has identified an appropriate aircraft which led to a full analysis of available seaplane manufacturers in operation, narrowing down to aircraft that could be operated effectively in an international environment and not be limited to only operating in perfect weather and smooth water. The result of this detailed search was the LA-8 aircraft, an 8-seater amphibious aircraft, and the technology transfer program is now under finalisation. On 8 September 2021, Delta has signed a MoU with Aeronautique Design and Service Bureau S.A. (ADSB, incorporated in Switzerland) on a full technology and manufacturing transfer of LA-8 to Delta in Malaysia. ADSB is the holder of TL0070 Type Certificate for the LA-8 aircraft and is the world distributor and Original Equipment Manufacturer of LA-8 aircraft. Both parties have concluded the investment deal valued at EUR 30 million for the Joint-Venture. ADSB will transfer all available design documentation and technological equipment used for the production, type certificate for LA-8, all of its sales dealers and existing contracts in relation to sales and spare parts to Delta Industrial. Subsequent to the transfer of Intellectual Property, Delta Industrial will completely receive the market for LA-8 amphibious aircraft worldwide and undertake to fully accept obligations to fulfil the existing contracts and be the sole manufacturer for LA-8. In this connection, Delta is working with Invest Selangor on a manufacturing site in Bernam, Selangor. The vision for Delta has always been to be established as a pro-active team of very experienced aerospace industry engineers and executives, to be able to identify real, long term projects, that will add real value into the Malaysian Aerospace Industry that we as individuals and as a team have had the privilege of supporting and developing. Delta is committed to working diligently to bring the seaplane manufacturing project to fruition. The Delta team is fully conversant with the process and we are aware of two elements that will result in success, perseverance and knowledge.
Delta has now applied that perseverance to a point where we have now identified, brought to fruition and will develop over the next 2 years into a business that will see Delta in full team mode developing what is initially a final assembly, marketing, sale and distribution, focussed Aircraft Product program, into a multi-phase, multi-product, leading Malaysian Aerospace Industry Organisation. Delta has worked closely with the Civil Aviation Authority of Malaysia (CAAM). Delta has submitted the application for Validation of Type Certificate and Design Organisation Approval. When approved, the LA-8 aircraft, manufactured in Malaysia will be eligible to apply for the Federal Aviation Authority (FAA) approval in the USA through the Bilateral Air Safety Agreement (BASA) set between CAAM and the FAA.
Delta aspires to grow and develop the Malaysian Aerospace Industry to place it into marketplaces internationally alongside and on equal basis to other international players.

Delta’s first LA-8 aircraft was shipped and arrived in Senai Port in March 2022. Delta’s team has since worked with the engineers from ADSB on training and assembling the aircraft. Delta is also bringing in the second flying boat the Borey, which is the 2-seater aircraft. The Borey is expected to arrive in Port Klang, Selangor by August 2022. In May 2022, Delta conducted a private viewing for selected aviation enthusiasts in Johor of its LA-8 amphibious aircraft. During the viewing session, Delta signed a couple of MOUs in the area of aerospace technical training and maintenance, management, engineering support and flight training. On marketing, a MoU was signed to establish the business of an Air Operator in Malaysia to support customers in the region. With the support of the Malaysian Government, Delta hopes to strengthen its position as the only flying boat player in the region. Seaplanes will open new markets within the aviation business, intensify tourism, escalate accessibility and mobility, as well as contribute to Malaysia’s social and economic growth and enable increased connectivity around the region.
