UNLEASING PRODUCTIVITY POTENTIAL: LEVERAGING BEHAVIOURAL INSIGHTS IN POLICY-MAKING

PUTRAJAYA, April 22 (Bernama) -- MPC has been mandated to develop the Behavioural Insights (BI) initiatives in Malaysia since 2020. The government is adopting Good Regulatory Practices (GRP) to increase transparency, especially in disseminating information related to implementation of policies and changes in law and regulations. One method employed to increase information transfer and adoption of behavioural insights in policy- making is holding a number of conferences on BI.
 
In 2024 the National BI Conference focused on developing a national understanding, capacity and agenda for BI, focusing on a national conversation about BI in Malaysia. This year, the theme focused on enhancing GRP to improve productivity by applying the BI approach in policy-making, developing deeper understanding through experience sharing, exchanging best practices, and recognising practical BI tools and methodologies in developing strategies for effective policy implementation across various country contexts. It also aims to build a strong BI community through a recognition ceremony, experiential learning, and exploring ways to integrate BI into productivity strategies.
 
This conference is the first partnership initiative between Malaysia Productivity Corporation (MPC) and Asian Productivity Organization (APO) and aims to disseminate the learnings from pro-productivity policies combined with BI experiences in policy-making and discuss its application to productivity policies and bureaucratic reform. The conference offered opportunities for experiential learning and visits to Malaysian agencies.
 
Datuk Kamaruzzaman Johari, Asian Productivity Organization (APO), Director for Malaysia, in his opening speech said, “Let us keep productivity at the top of our agenda. By applying BI to the stages of policy development, we can make compliance easier and foster a conducive environment for businesses.”
 
The conference attracted national and international participants and managed to achieve its objectives of providing an opportunity to learn from the experiences of leading BI experts and officials. A talent certification ceremony was held to honour the exceptional local BI leaders and practitioners to encourage and innovate productivity and behaviourally informed governance.
 
The conference keynotes highlighted how GRP drives productivity growth, improves governance efficiency and promotes transparency and evidence-based policymaking. The forum sessions brought together local and international panellist discussing various approaches of integrating BI and GRP to achieve productivity. Several papers were presented by international government officials and MPC representative which was able to showcase and position Malaysia’s experiences in BI with international participants.
 
BIC provided an excellent platform for attendees to participate in productive discussions, networking, and idea sharing to achieve GRP and productivity excellence.
 
In his closing remarks at the BIC, Datuk Zahid Ismail, Director General, Malaysia Productivity Corporation (MPC) highlighted “I urge every agency, practitioner, and stakeholder here to keep the momentum by scaling up GRP implementation and embedding BI in its execution. As BI becomes more mainstream, let us refine our GRP frameworks to emphasize behavioural “nudges”.
 
MPC is committed to continuing its role in leading BI initiatives to ensure that BI is implemented in all key areas of the government, particularly those that are directly involved in policy and decision-making, to support the GRP and the Twelfth Malaysia Plan.
