MEDIA ADVISORY

The Government of Malaysia will host the 58th ASEAN Foreign Ministers’ Meeting (58th AMM) and Related Meetings from 8 to 11 July at the Kuala Lumpur Convention Centre (KLCC).

The event will be organised by the Ministry of Foreign Affairs of Malaysia, in conjunction with the country’s role as Chair of ASEAN in 2025.

Customs Clearance Requirements for Media Equipment
 
Media representatives intending to bring equipment into Malaysia for coverage of the meetings are required to comply with the following customs procedures:
 
* Customs Importation Forms
All media personnel must complete the relevant Customs Importation Forms. These must include a comprehensive inventory detailing the make, model and serial number of each item of equipment.
 
* ATA Carnet Requirement
Media representatives must obtain an ATA Carnet – an international Customs document – from their respective national Customs authorities. This document serves as an official declaration for the temporary importation of professional equipment.
 
* Arrival Procedures in Malaysia
Upon arrival in Malaysia, the Carnet must be presented to the Malaysian Customs authorities. It must be duly endorsed by the Customs office in the country of origin to verify that all listed equipment will be re-exported upon the media representative’s departure from Malaysia.
 
* Official Endorsement
The ATA Carnet will serve as the official endorsement for the full list of equipment brought into Malaysia for temporary use.
 
* Liaison with Malaysian Authorities
Media representatives or their respective embassies are advised to liaise directly with the Royal Malaysian Customs Department for further guidance and coordination regarding the temporary importation of media equipment.
 
1. MEDIA ACCREDITATION
 
Media accreditation is mandatory for all journalists, photographers and broadcasters, and the Official Media of the ASEAN Member States (OM AMS) covering the 58th ASEAN Foreign Ministers’ Meeting (58th AMM) and Related Meetings.
 
Accreditation applications must be submitted online via the official registration portal https://emacs.myasean2025.my. The deadline for registration for both Malaysian and foreign media is Friday, 27 June 2025.
 
1.1 Registration Requirements
 
To complete the registration process, applicants are required to upload the following documents:
  • A recent passport-sized photograph
  • An updated media profile
  • A valid press card
  • A letter of assignment endorsed by the respective media agency or office (for OM AMS)

Note: Submission of both the press card and endorsed letter of assignment is compulsory for all media representatives, including those under Official Media (OM).
 
Once approved, accreditation badges and media information kits will be issued at the International Media Centre (IMC). Accreditation badges are required for access to all meeting venues and must be worn at all times.
 
1.2 Pass Collection
 
Media representatives who have registered to cover the 58th AMM and Related Meetings may collect their accreditation passes at the following time and location:

3. ACCOMMODATION

All accredited media representatives are responsible for arranging their own accommodation and transportation. The organiser will not be responsible for any expenses related to lodging, travel, cancellations, or services provided by hotels or third-party providers.
 
All room reservations must be made directly with the respective hotels.
 
4. DRESS CODE

All accredited media representatives are required to wear business attire and formal footwear throughout the coverage period.

Jeans are strictly prohibited at all official venues.
 
Accreditation passes must be worn at all times for security and identification purposes.
 
5. INTERNATIONAL MEDIA CENTRE (IMC)
 
5.1 Location and Operating Hours
 
The International Media Centre (IMC) for the 58th AMM and Related Meetings will be located at:

6. INTERNATIONAL BROADCAST CENTRE (IBC)
 
6.1 Host Broadcaster
 
Radio Television Malaysia (RTM) will serve as the Host Broadcaster (HB) for the 58th AMM and Related Meetings, delivering high-quality broadcast coverage of key official events. 
 
RTM’s Host Broadcaster Services (HBS) will ensure the delivery of broadcast-grade video content, including live feeds and recorded footage, accessible both on-site and remotely.
 
These services will be made available at the International Media Centre (IMC), Exhibition Hall 5, Ground Level, Kuala Lumpur Convention Centre (KLCC).
 
6.2 Broadcasters’ Work Area:

Wi-Fi is available throughout the International Media Centre. However, accredited media personnel are strongly encouraged to bring their own internet dongles, devices, or additional connectivity tools to ensure uninterrupted coverage.

6.3 Multipurpose Interview/Studio Room:
 
A multipurpose Interview/Studio room is available for news recording and interview purposes on a first-come, first-served basis. Requests must be submitted at least 24 hours in advance of the intended recording or interview session.

7. MEDIA AGENCY BOOTHS 

To support media operations during the 58th AMM and Related Meetings, the International Media Centre (IMC) will offer 10 media agency booths for rental on a first-come, first-served basis.

The rental fee is USD1,500 per booth. An official invoice will be issued upon confirmation of the booking.

7.1 Terms & Conditions

a) Full payment (100%) is required upon confirmation, no later than four (4) days before the start of the event.

b) Booths are limited and will be allocated strictly on a first-come, first-served basis.

c) All payments must be made via online bank transfer only.

d) Proof of transaction must be submitted immediately after payment is completed.

8. MEDIA COVERAGE
 
Media coverage of the 58th AMM and Related Meetings will be restricted. A limited number of media passes will be issued to journalists, photographers and cameramen who have been cleared to cover selected meetings within designated time slots.

The Official Media of ASEAN Member States (OM AMS) must register in advance to obtain access to cover relevant meetings.
 
Detailed information regarding media access, coverage locations, and timing will be outlined in the Media Coverage Planner, which will be made available at the IMC.

9. MEDIA INTERVIEWS
 
Accredited media representatives are permitted to request interviews with delegates attending the 58th AMM and Related Meetings

Please be advised that all interview requests will be coordinated periodically by the Media Interview Representatives. While accredited media representatives may submit more than five (5) interview requests, priority will be given to the top three (3) requests submitted by each applicant.

10. VISA REQUIREMENTS & PRE-ARRIVAL ARRANGEMENTS                        
 
10.1 Diplomatic/Official/Service Passport Holders (ASEAN Member States)
 
Holders of Diplomatic, Official, or Service passports for ASEAN Member States (AMS) do not require a visa to enter Malaysia. However, they must present the following documents upon arrival at KL International Airport (KLIA): 
 
i) An official invitation to the 58th AMM and Related Meetings; and 
ii) A valid passport with an expiry date of at least six (6) months beyond the date of entry into Malaysia, and containing a minimum of two (2) blank pages.
 
10.2 Delegates from Non-ASEAN Member States
 
Delegates travelling on non-ASEAN Member State passports may be required to obtain an entry visa prior to their arrival in Malaysia. They are advised to consult the nearest Malaysian diplomatic mission in their respective countries for information on visa requirements and application procedures.
 
11. GENERAL INFORMATION
 
11.1 Time zone: Local time in Kuala Lumpur, Malaysia, is GMT +08:00 hours.
 
11.2 Weather: The average temperature in Kuala Lumpur in July 2025 is expected to range from 24°C to 33°C. The weather is typically warm and humid, and occasional rain showers are common.
 
11.3 Electricity: The domestic main electricity supply in Malaysia is 240V/50Hz, using Type G three-pin plugs. Media representatives are advised to bring the appropriate travel adaptors for their electronic equipment.
 
11.4 Currency: The official currency in Malaysia is the Malaysian Ringgit (MYR). The exchange rates are available at the currency exchange services at airports, hotels and department stores. Credit cards and E-wallet payments are widely accepted in Kuala Lumpur.
 
11.5 Public Security & Safety Advisory: In view of the 58th AMM and Related Meetings, hosted at the Kuala Lumpur Convention Centre (KLCC), there will be heightened security measures and temporary traffic adjustments in the city. An infographic on road closures will be circulated prior to the event.
 
11.6 Car Sticker: Accredited media representatives are advised to refer to the road closure information to plan a safe and smooth journey to the Kuala Lumpur Convention Centre (KLCC). A limited number of media car stickers will be issued to accredited media to facilitate movement to and from official venues. Further details on car sticker allocation and collection will be provided prior to the event.
